On September 17, Chun Yang International (HK) Company Limited (a member of Envision Greenwise Group, hereinafter referred to as “Chun Yang International”) held in-depth discussions with a delegation of experts from South China Institute of Environmental Science, MEE and Guangdong Provincial Academy of Environmental Sciences on EV battery recycling technologies, policy frameworks, and market development trends at Hong Kong’s EcoPark. During the meeting, Chun Yang International provided a detailed introduction to its “ Hong Kong’s First EV Battery Processing Plant ” (hereinafter referred to as the “Facility”), which received high recognition from the expert delegation.

Ms. Kwok Ho Yee as the COO of Envision Greenwise and the managing director of Chun Yang, stated: “The main structure of the Facility has been largely completed, with operations expected to commence in the first half of 2026. Once operational, the Facility will collect end-of-life lithium batteries locally and extract high-value ‘black mass’ as well as key metal materials such as copper, aluminum, and iron for manufacturing new batteries through advanced processes, achieving resource circularity at the source. At the same time, batteries with higher health levels will be innovatively repurposed for mobile energy storage systems and other products through second-life technologies, fully realizing the sustainable circular utilization of recycled materials.” She emphasized, “This Facility is capable of processing all types of end-of-life lithium batteries. Its annual processing capacity will not only fully meet local demand in Hong Kong but can also be flexibly expanded in the future based on market needs, providing continuous momentum for Hong Kong’s electrification transition and sustainable development.”
Hong Kong’s First EV Battery Processing Plant: The structural work has been largely completed
On the same day, Chief Executive of the Hong Kong Special Administrative Region, Mr. John Lee delivered the “2025 Policy Address ,” which explicitly outlined plans to build an influential new-quality productive forces industrial chain and mentioned the Facility: ” The Government is pushing forward the construction of Hong Kong’s first large-scale electric vehicle (EV) battery recycling facility at the EcoPark, which is expected to commence operation in the first half of 2026. The recycled black mass converted from locally retired batteries will be supplied to the Mainland and neighbouring regions, promoting the development of the EV battery recycling industry. ” This fully demonstrates that Chun Yang International’s ” Hong Kong’s First EV Battery Processing Plant ” aligns deeply with Hong Kong’s development strategy and has been incorporated into the city’s key industrial development blueprint.
As one of the green industry representatives driving the development of the battery recycling sector through government-enterprise collaboration, Chun Yang International will continue to actively collaborate with the government, research institutions, and industry partners, pooling resources to establish the Facility as a benchmark initiative in the EV battery recycling sector for the Guangdong-Hong Kong-Macao Greater Bay Area. The company remains committed to contributing Hong Kong’s strengths and corporate responsibility to the development of the regional green circular economy and the achievement of the nation’s “dual carbon” goals.
