Hong Kong Unveils First EV Battery Processing Plant at EcoPark

HONG KONG, 16 July 2026 – Envision Greenwise Holdings Limited (Stock Code: 01783.HK) and its subsidiary Chun Yang International (HK) Company Limited (collectively “Envision Greenwise”) grandly hosted the opening ceremony today for Hong Kong’s First EV Battery Processing Plant at EcoPark in Tuen Mun. As the premier modern electric vehicle (EV) battery processing facility in Hong Kong and the Greater Bay Area (GBA), the plant incorporates advanced patented German technologies alongside intelligent automation to efficiently convert retired power batteries into high-purity, reusable raw materials.

Featured in the Chief Executive’s 2025 Policy Address and listed as a key demonstration project in the updated version of the Hong Kong Roadmap on Popularisation of Electric Vehicles (the Updated Roadmap), the facility’s official commissioning marks a major strategic milestone—propelling Hong Kong from an EV consumption market into a sustainable circular economy hub.

Government and Business Leaders Light Up Hong Kong’s Green Circular Milestone

The opening ceremony gathered senior government officials, Legislative Council members, and prominent industry leaders across the new energy and power sectors to mark this landmark occasion. During the light-up ceremony, ten officiating guests jointly activated the central light pillar symbolizing green energy circulation, officially ushering in a new chapter for Hong Kong’s circular economy.

Mr. Kwok Chun Sing, MH, JP, Chairman of Envision Greenwise, emphasized in his address that the grand opening of this facility marks not only a significant milestone in the Group’s development, but also a vivid demonstration of Hong Kong’s active alignment with China’s new energy strategy. He pointed out that as Hong Kong launches its public consultation on the First Five-Year Plan (2026–2030), the project carries a threefold strategic value: first, by integrating green facilities with urban electrification, it drives Hong Kong’s transition from consumption to industrial development; second, leveraging Hong Kong’s unique role as a “Super-Connector,” it exports high-standard “Hong Kong Solutions” to the Greater Bay Area and global markets; and third, as an “urban miner,” it secures supply chains through the precision recycling of strategic resources, supporting Hong Kong’s integration into China’s broader green development.

Mr. John Lee Ka-chiu, GBM, SBS, PDSM, PMSM, Chief Executive of the Hong Kong Special Administrative Region, delivered a congratulatory video address. He stated that the commissioning of Hong Kong’s first EV battery processing facility represents a pivotal step in strengthening the city’s capabilities in battery recycling and resource recovery, reinforcing its transition toward a green economy. He emphasized that the project aligns with the nation’s dual‑carbon strategy and exemplifies the effective partnership between proactive public policy and market-driven innovation in advancing green industries. The Chief Executive also highlighted the importance of sustained collaboration between the Government and the industry to build a robust recycling infrastructure and further accelerate the development of a regional circular economy.

Attending the event in person, Mr. Tse Chin-wan, BBS, JP, Secretary for Environment and Ecology, stated that the HKSAR Government is advancing green transformation in alignment with the national dual-carbon goals and striving to achieve carbon neutrality by 2050. He noted that with the rapid growth of electric vehicles in Hong Kong, the safe treatment and resource recovery of retired batteries have become a critical priority. The commissioning of the facility will contribute significantly to the establishment of local battery recycling capability and development of a Zero-Waste Bay Area.

Ms. Shirley-Kwok Ho Yee, Chief Operating Officer of Envision Greenwise and Managing Director of Chun Yang International, detailed the plant’s operational roadmap, while expressing her gratitude to core partners, including Innovation, Technology and Industry Bureau; Innovation and Technology Commission; the Hong Kong Productivity Council and China Machinery & Equipment (HK) Co., Ltd., as well as all supporters from various sectors. She noted that the team completed construction and secured all required licenses in just 25 months. Designed with an annual capacity of 10,000 tonnes (equivalent to approximately 20,000 to 30,000 EV battery packs), the facility utilizes imported German patented technologies upgraded into an “Intelligent Battery Material Production Line,” ending Hong Kong’s historical reliance on exporting battery waste. Furthermore, having been granted the permit to import lithium-ion batteries from Macau, the facility is poised to lead the integration and advancement of the green circular economy across the Greater Bay Area.

Strategic Alliances and Collaboration with CLP Power on EV Battery Residual Energy Technology Research

The event marked two milestone partnerships aimed at accelerating the region’s clean energy transition. First, Envision Greenwise Group, China Resources Recycling International Development, and Guangdong Brunp Recycling Technology (a subsidiary of CATL) officially launched their joint venture, Hong Kong Resources Recycling Int’l New Energy Limited. Witnessed by Secretary for Environment and Ecology Mr Tse Chin-wan, executive representatives from all three companies activated an LED display to mark the inauguration. Building on their May 2025 MOU, the JV will establish a closed-loop EV battery supply chain covering recycling, dismantling, regeneration, and reapplication.

Building on this momentum, Envision Greenwise entered into a Memorandum of Understanding (MOU) with CLP Power Hong Kong Limited (CLP Power). The MOU was officially signed by Ms. Kwok Ho Yee, COO of Envision Greenwise, and Mr. Sam Law, Senior Director of Power Systems of CLP Power, under the witness of officiating guests. Under this MOU, both companies will collaborate closely on technical research on the recovery and utilisation of residual energy from retired EV batteries and energy system integration. Mr. Eric Cheung, Chief Operating Officer of CLP Power delivered a speech and stated that the collaboration with Envision Greenwise not only supports the sustainable growth of Hong Kong’s EV ecosystem, but also provides valuable technical insights and data references for the future development of smart grids and the advancement of the energy transition.

About Hong Kong’s First EV Battery Processing Plant

Hong Kong’s First EV Battery Processing Plant, located at EcoPark in Tuen Mun, is a green facility dedicated to the sustainable management and advanced recycling of retired electric vehicle batteries (power batteries). The Plant, occupying an area of approximately 9,420 square meters, is developed and operated by Chun Yang International (HK) Company Limited— construction of the site commenced in 2024, with the facility officially being commissioned in June 2026.

As a critical pillar supporting the evolution of green transport in Hong Kong, the Plant features a fully automated production line and integrates recognition technologies. This technological framework facilitates the seamless, end-to-end processing of power batteries, covering collection, safe discharge, intelligent dismantling, and high-efficiency material recovery. Through advanced mechanical and processing technologies, the facility can convert retired lithium-ion batteries into “black mass”, while supporting relevant research and applications in the field of energy utilization. The facility is projected to process 10,000 metric tons of retired batteries per year (equivalent to approximately 20,000 – 30,000 sets of EV batteries).

The commissioning of the Plant represents a significant milestone, establishing Hong Kong’s first complete closed-loop system for lithium battery recycling and eliminating the long-standing reliance on overseas disposal. This shift not only drastically reduces the carbon footprint and extra costs associated with cross-border transport but also provides a safe, compliant, and traceable end-of-life solution for the electric vehicle industry across Hong Kong and the wider Guangdong-Hong Kong-Macao Greater Bay Area. Furthermore, the Plant provides indispensable “last-mile” support for Hong Kong’s sustainable transport ecosystem, playing a pivotal role in driving regional green transition, advancing the circular economy, and contributing to the global pursuit of carbon neutrality.
