Chun Yang International’s Battery Black Mass Production Line Supported by NIFS: Partnering with HKPC to Establish a New Milestone for Hong Kong’s Circular Economy

(Hong Kong, 16 January 2026) – Chun Yang International(HK) Comapny Limited (“ Chun Yang International”) is pleased to announce that we has officially signed a technical consultant agreement with the Hong Kong Productivity Council (“HKPC”). The two parties will collaborate on the technical development of a fully automated battery material production line project, which has received support from the HKSAR Government’s “New Industrialisation Funding Scheme” (“NIFS”) , to jointly promote the development of local green technology and the circular economy.



Mr TSE Chin-wan, the Secretary for Environment and Ecology of the Hong Kong Special Administrative Region Government, officiated and stated that the national 15th Five-Year Plan Recommendations highlight our pursuit of high-quality development. This includes guiding development by the new development philosophy and developing new quality productive forces in line with local conditions, accelerating the green transformation across the board in the economy and society and building a beautiful China. He said, “The Hong Kong First EV Battery Processing Plant, developed by Chun Yang International and located in EcoPark, not only addresses the disposal of retired electric vehicle batteries locally but also converts them into recycled black mass to supply the Mainland and neighbouring regions. The smart EV lithium battery black mass production line jointly established by HKPC and Chun Yang International will strengthen technology and capabilities of local battery recycling. This is precisely an example of Chun Yang International actively responding to national and local development needs, seizing the opportunity to develop green industries, adhering to high-quality development, and guiding the new quality productive forces development with new concepts. I wish the collaboration a successful implementation, making a greater contribution to the local green development momentum.”

Mr Mohamed BUTT, Executive Director of HKPC, said, “In recent years, the market share of new energy vehicles in Hong Kong has been increasing significantly. The city will face a growing need for recycling and reuse of power batteries in the future. We will support Chun Yang International in establishing the smart lithium battery black mass production line, helping to build Hong Kong’s first dedicated smart factory for handling retired EV batteries. Together, we will transform retired batteries into valuable materials, filling a critical gap in the local new energy industry chain and accelerating Hong Kong’s green transformation.”

Ms Kwok Ho-Yee, Managing Director of Chun Yang International, noted that the production line project collaborating with HKPC was recently approved by the “NIFS” and it will be deployed within “Hong Kong’s First EV Battery Processing Plant,” which is being constructed and operated by Chun Yang International. Construction of the facility began in June 2024 and has now entered the electrical and mechanical installation phase, with operation expected to commence in the first half of 2026. The production line aims to efficiently process retired lithium batteries, transforming them into high-purity battery black mass through automated equipment and intelligent systems. This black mass will serve as a key raw material for battery manufacturers, achieving a closed-loop resource cycle from retirement to production. She stated that HKPC possesses extensive practical experience and technical expertise in green technology, and she believes this collaboration will inject professional momentum into the production line, establishing the facility as a model for promoting local green innovation and expanding Hong Kong’s circular economy.
Looking ahead, Chun Yang International will strive to innovate industrial collaboration models. Driven by both policy and technology, the Group will work with various sectors to build retired battery recycling solutions with global promotional value, taking concrete actions to drive Hong Kong towards a sustainable, carbon-neutral future.
