Envision Greenwise Group’s EV Battery Processing Facility Featured in HKSAR Government’s ” The Updated Roadmap”

The Government of the Hong Kong Special Administrative Region (HKSAR) recently released the “Updated Version of the Hong Kong Roadmap on Popularisation of Electric Vehicles” (hereinafter referred to as the “Updated Roadmap”). The document explicitly cites the “Hong Kong’s First EV Battery Processing Plant” at EcoPark, developed by Envision Greenwise Group (01783.HK), designating it as a critical infrastructure for perfecting the local green transport ecosystem and promoting the circular economy.

The Updated Roadmap reviews the development of electric vehicle (EV) technology over the past decade and reaffirms Hong Kong’s sustainable development goals: ceasing new registrations of fuel-propelled PCs, including hybrid vehicles, in 2035 or earlier and achieving zero vehicular emissions before 2050.
Data indicates a rapid surge in EV adoption across Hong Kong, with the number of EVs growing over fourfold between 2021 and 2025, reaching approximately 149,000 by the end of 2025. As EV batteries enter a peak retirement period, establishing a standardized and scalable recycling system has become an essential component of the city’s green transformation.
In this regard, back in 2021, when the Government formulated the first Hong Kong Roadmap on Popularisation of Electric Vehicles (the Roadmap), it had already strategized for retired battery treatment. The Updated Roadmap further elaborates on the progress of these measures and deepens the subsequent layout. Key initiatives include pushing forward the construction of Hong Kong’s first large-scale EV battery recycling facility, formulating the implementation of a Producer Responsibility Scheme (PRS) on EV batteries, and establishing The Special Panel for Building “Zero Waste Bay Area” to strengthen policy co-ordination, technical exchanges, and project collaboration.
The Updated Roadmap highlights that “The EV battery recycling facility currently under construction at the EcoPark exemplifies the application of cutting-edge technology to convert retired EV batteries into resources locally.” This initiative not only creates favourable conditions for implementing the PRS on EV batteries in the future but also supports the “Zero-Waste Bay Area” initiative.
As a core project supporting the implementation of government policy, Envision Greenwise’s recycling facility is expected to commence formal operations in the first half of 2026. Upon commissioning, its maximum processing capacity will reach 10,000 tonnes annually, equivalent to approximately 20,000 packs of EV batteries. This facility is set to reverse Hong Kong’s long-standing reliance on cross-border processing for retired power batteries, providing solid environmental infrastructure for local EV popularization and driving high-quality development in Hong Kong’s new energy industry.
Regarding circulation pathways, the facility adopts a dual-track classification disposal scheme: Retired EV batteries with high reusable value will be repurposed into second-life products such as stationary energy storage systems. Batteries unsuitable for second-life application will be recycled into “black mass” containing valuable metals to be supplied to the Mainland and neighboring regions, achieving the circular reuse of key raw materials. Furthermore, the facility has reserved ample space to accommodate future capacity expansion.
In a previous written reply to a question from a Legislative Council (LegCo) Member, the Secretary for Environment and Ecology, Mr. Tse Chin-wan, emphasized: “This facility aims to convert retired EV batteries into recycled black mass to be supplied to the Mainland and neighbouring regions. It will not only promote the development of the EV battery recycling industry, and strengthen Hong Kong’s role in the regional green industry chain, but also serve as a good model for mutually beneficial co-operation in the environmental industry of the Guangdong-Hong Kong-Macao Greater Bay Area “, Mr. Tse also indicated that the Government is currently consulting the trade on the operation of the PRS on EV batteries, and expects to consult the Legislative Council (LegCo) Panel on Environmental Affairs on the implementation details within 2026.
