Hong Kong’s First EV Battery Processing Plant Officially Licensed for Chemical Waste Disposal

June 12, 2026 — Chun Yang International (HK) Company Limited officially announced today that following a rigorous review by the Environmental Protection Department (EPD) of Hong Kong, its “Hong Kong’s First EV Battery Processing Plant” (the “Facility”) located in EcoPark has successfully been granted a Chemical Waste Disposal Licence. This milestone marks that the Facility is fully equipped to launch its operations in electric vehicle (EV) battery processing, black mass production, and related business sectors. The Facility is scheduled to officially commence production within this month, providing a green solution for local EV battery recycling.

According to Hong Kong’s environmental legislation, any facility involved in the waste treatment, reprocessing and recycling must apply for a Chemical Waste Disposal Licence from the EPD. Beyond EV batteries, the licence granted to the “Hong Kong’s First EV Battery Processing Plant” broadly covers non-EV rechargeable lithium batteries. This inclusion fully demonstrates the Facility’s comprehensive processing capabilities within the power battery sector.

The Facility utilizes a fully automated battery material production line integrated with artificial intelligence (AI) solutions. It is dedicated to the eco-friendly processing of retired local EV batteries, transforming them into recyclable battery raw materials. The Facility is projected to process 10,000 metric tons of retired batteries per year (equivalent to approximately 20,000 sets of EV batteries). These batteries will be converted into high-quality battery black mass to supply Mainland and surrounding regions, fueling the growth of the EV industry.

The successful issuance of this licence not only signifies that the Facility possesses the legal qualifications for recycling retired EV batteries, but also represents official authorization to produce and supply regulatory-compliant “battery black mass,” which effectively completes the green closed-loop pipeline from retired batteries to renewable resources.
